New Connector: BigQuery as a connector

We use BigQuery as our data warehouse, but there are some business requirements to send data back to on-prem services. I'm really surprised that BigQuery isn't supported as a source already. The only workaround I can see is exporting the data to GCS first, then using that as a source, which is really inconvenient
