Problem Statement: The current Stripe connector does not include coverage for the GET /v1/issuing/programs endpoint. This prevents us from syncing high-level metadata related to our card programs, which is essential for our financial reporting.

Business Use Case: We utilize Stripe Issuing to manage multiple commercial card programs. To accurately report on spend, we need to join transaction data with program metadata (such as Program Name, ID, and Currency) in our data warehouse. Without this endpoint, we have a significant "blind spot" in our automated reporting dashboard.

Requested Functionality:

• Full Sync: Ability to pull all existing Issuing Programs.

• Incremental Sync: Support for syncing new or updated programs based on the created timestamp.
