Problem
incident_note is synced as a child of incident and is only fetched when the parent incident is revisited. Adding a note in PagerDuty does not update the incident, so new notes are missed until the weekly 90-day reimport (example incident Q0V2TCAT5JBJ8O).

Impact
We use these notes for a Monday ops review. The reimport runs on a rolling ~7-day schedule we can't control, so notes can be up to a week laa manual resync each week.

Requested
1. Detect new notes incrementally, e.g. poll /log_entries?since= for annotate_log_entry events and refetch notes only for those incidents.
2. Make the incident reimport configurable (day/time and lookback window), or allow it to run daily.
