Usage data is sparse
You are right that the API supports it, but our Fivetran data doesn't have it. I checked ENTERPRISE_SKILL_USAGE and there's no user_id column, only skill name, date, people count and sessions per product. So Fivetran isn't requesting group_by[]=user_id, and we can't join skill usage back to a person from what we have. Enterprise does give us how many skills each person used per day, but not which ones.
The audit logs you exported don't help with usage either. They have no event for a skill being used.
But they do have something we were missing: who created each skill. There are skill_created, skill_updated, skill_replaced and skill_deleted events, each with the creator's email and the skill's id, name and version. Since 29 June, 288 people have created 859 skills. That answers "skills created per team", which the pack had down as blocked. Plugin role grants and skill moves into plugins might also give us a stand-in for shared skills.
