Currently, there is no clear method of notification when the backend repository is down. The Hub URL stays "available" when repo DB is down, but it does not allow anyone to login. 

Fivetran should be able to detect repository down. After it has determined this, it should let us know after x mins (configurable by customer, to eliminate small hiccups).
