Add support for AWS cross-region Privatelink

Additional details:

AWS supports Cross Region Privatelink. For workloads where AWS RDS is provisioned for cross-region failover, the in-scope regions are added to the provider's PrivateLink endpoint.

The consumer, Fivetran in this case, needs to extend their Privatelink provisioning process to support the cross-region endpoint call and service-region flag.

Currently, Fivetran only seems to allow Privatelink if the Fivetran region and provider region are the same. This isn't always feasible to ensure.

    Can you tell me more about why it isn't feasible to ensure Fivetran region and provider region aren't the same?  We have support for 14 regions in AWS.
