Add capability for HVR to be able to read the new path used for Oracle 26ai using Exascale storage (vault). 

Looks like HVR, even the latest release (6.3.5.4) is not compatible with Oracle 26ai using Exascale storage (vault). Exascale (vault storage) is using the path with prefix "'@escl" and looks like HVR is not able to read from that path. This causes issue with Activation not working on channels with source database - Oracle 26ai using Exascale storage (vault - not file system).
