We looked into this and the Oracle Eloqua Bulk API doesn't support array operators like NOT IN, ANY, or EXISTS natively, so we can't implement these in the connector.

Before we close this out, could you share a bit more about what you're trying to filter and on which objects? If it's contacts, one option worth exploring is creating a ContactSegment or ContactList in Eloqua with your filter criteria, Fivetran already syncs segment membership data which may get you what you need
