Transformations: Enable Managing Transformation Target(s) via API/Terraform

Currently the API and Terraform provider support Transformation Projects. They only take in name for the target though.
It's not possible to manage the default target or add other targets to the project programmatically.
This is generating a manual step that we can't work around.
