If an error (example: F_JD02FD) occurs, you immediately send an alert. This error could have occured due to database being down, and once the DB starts back up, everything is fine. So, we need a way to "delay" sending an alert.

Requesting a feature where customer can provide a list of errors, and a specify the # of mins to delay alerting. If the same error occurs for the same channel even after x mins, then send the alert.
