Connector Improvement: Sync all users in the TestRail connector

The TestRail connector currently uses the `get_users/{project_id}` endpoint, which only returns users with explicit project access. In our environment, users appear to have global access, so this endpoint returns no users and the `USERS` table is not created in the destination.

The connector should also support the `get_users` endpoint (without `project_id`) so that all users can be synced to the `USERS` table.
