Connector Improvement: HVR Burst Mode Support for Foreign Key (FK) Constraints

Currently, HVR Burst mode does not support (or does not honor) foreign key constraints. When Burst mode is enabled, we have observed that Integrate fails with foreign key violations. If Burst mode is disabled, the same transaction completes successfully.
Requested enhancement: Add Burst mode support for environments with FK constraints. Specifically, when an FK violation occurs during Burst mode processing, HVR should:
- Fallback to Continuous mode and retry the affected transaction, and
- Automatically switch back to Burst mode for subsequent transactions after successful processing.
This behavior would improve resilience while preserving Burst mode performance benefits.
