Connector Improvement: TestRail - sync based on updated_at, not created_at

As explained to me by support:

We filter data based on the query parameters supported by the API docs. We do not filter based on the payload returned in response to the API query. Unfortunately, TestRail does not provide an updated timestamp as part of their query parameters.

As a result, testrail data for certain mutable entities goes stale as soon as they're modified.
