Other: Increased safeguards for manual updates to HVR configurations.

Raytheon has asked me to submit the following enhancement request. During a recent significant production HVR downtime an integrate job was accidently dropped, causing further delays. They would like safeguards put in place to warn first when deleting HVR jobs, thus giving the option to cancel the request.

When I try to delete a job in the UI I am asked for a confirmation.
This confirmation popup is shown when I try to delete the job in the Channel Detail page, or on the Jobs page. Without confirmation the job does not disappear on its own.
The only other time the job could disappear is if the user explicitly runs activate and the channel configuration is invalid (such that the job cannot be generated). I have not actually seen this happen in practice and it doesn't sound like this is what Raytheon ran into.
In any case I am puzzled what the request is here.
