We can make connection to traditional S3 bucket from HVR as per below details, But when we want to move DR of HVR we need to update s3 bucket names in each of the snowflake location. We want to use AWS S3 MRAP so that we will have access to both primary and DR s3 bucket in case of fail over needs to be done...

HVR’s S3 driver (used by both HVR 5 and HVR 6/LDP) can only talk to a regional Amazon S3 bucket that is addressed in the classic form
<bucket-name>.s3[.dualstack].<region>.amazonaws.com
The code builds this endpoint automatically from the value you enter in the BUCKET field and then signs every request for that region

I'm looking forward same solution with recent expeirence with AWS Outage. Our destination points to us-east-1 region when there was an region failures then lots of manual work require.
Looking forward if MWRAP available in S3
