Connector Improvement: Allow Jira on-prem connecor to use Proxy Agent

The Jira connector has options for on-prem Jira, but you can't set it up using the Agent Proxy.
We can't open a firewall port to our on prem Jira from an internet source.

Thanks for submitting this feature request. As of now we do not have the ability to support this, but we will re-evaluate it in the future.
