Other: HVR: Need an option to rollback the upgrade.

Currently, HVR does not offer a rollback option after upgrading to the latest release. This option would be useful if the latest release causes issues and we need to rollback to a previous working release as part of recovery plan.

Recent versions of HVR ignore properties in the repository tables that are not recognized. This allows for more downgrade scenarios. However, if new features were enabled and/or new attributes for actions were used post the upgrade then downgrades will fail. There are also (rare) cases that invalidate enrollment information that are not backward compatible i.e. a downgrade would fail.
