Connector Improvement: FreshService Department Improvement

Departments are only being synced for agents in agent_department but departments are also valid for requesters and should either be synced to a requester_department table or preferably just have a generic user_department table.

    Thanks for submitting this request. This seems like a valid feature. 

    We don't have this planned at this time however we will continue to monitor for demand. Every upvote and comment helps justify our need to build this.
