Other: Support Oracle TH8ASCII replicate to Target UTF8
Cannot replicate from Thai character in Oracle Database TH8ASCII character as a source to PostgreSQL 13 UTF-8.

This enhancement request associates the LDP/HVR technical service request.
Background
We are implementing a LDP/HVR project at one of our key customers. The customer is using Oracle databases with the character set TH8TISASCII. They want to use LDP/HVR to replicate the data from their Oracle databases (TH8TISASCII) to PostgresSQL (UTF8) to offloading the work from the Oracle databases. However, LDP/HVR cannot replicate correctly in this case, and all the Thai characters are displayed as unreadable characters on the target as shown below. As the result, the project is pending currently, and it becomes a major roadblock for our next LDP/HVR projects that we have with the customer. We urgently need Fivetran to support this feature enhancement ASAP.
Please also note that, in Thailand, most of the customers are using Oracle databases with the character set TH8TISASCII. So, this feature enhancement is very important for Fivetran to expand in Thailand.
