Connector Improvement: Magic Folders (Excel, Google Drive, CSV upload) MAR limit setting

Hello!

We're reluctant to expand usage of the Magic Folders connector because we're unable to prevent people from adding million/billion row files, violating our company budget limit for FiveTran.  To deploy the connector we need a way to regulate the MAR consumption in some way.

Ideally we would be able to limit MAR by user, group or folder by a time period like month/year.  Something like how Azure Budgets functions would be great.
