Connector Improvement: Okta - API rate limit

Raising idea as discussed to ensure that rate limit is factored into the API calls made by the connector and handled when parsing responses:

Hi Andrew,
Just wanted to provide an update on this feature. Okta connector now uses the rate limit headers to handle the number of api calls and wait time for retry with header-param-key "x-rate-limit-reset".
This change is live on Okta already. Please reach out to us via support if you face any issues.
